The work around for a small screen is actually simple :/. The laptop users would have smaller FoV, unless they opted for bigger (and perhaps lose their eyesight in the process).This is only true for lower level players which doesn't mean shit at all. In order to keep the "fairness" and still have more zooming out, you'd pretty much have to move the minimum baseline to something like 1600x900 or 1920x1080 and then ditch a whole bunch of laptop users. If it really bothers you, very decent 1920 x 1080 screens exist around ~200€/$ with IPS panels and everything, or if you're into the "gaming" stuff then there are those 120hz screens as well.

16:10 users are a significant minority - if you want to get the full view, you can adjust black bars on the screen with a couple of startup commands. It's manageable for those with a smaller screen, it's manageable for those with a bigger screen, and it doesn't give advantages to either. If we want to keep up with the "fairness", the current solution is the best. It's only going to be worse as I'm planning to get a 2560 x 1440 (27") screen, and then everything will be huge and most of the real-estate on the screen is not put into effective use. On 1920 x 1080 (23") everything is already pretty huge. On a 1366 x 768 screen of a laptop, everything is pretty small (15") but still recognizeable. 16:9 is "dominating" in most of the current gen games, go to Starcraft II and see the same thing. Such view is more "valuable" for obvious reasons. If "16:10" would trade horizontal view for vertical, I'd gladly do that trade if I had such a screen.
